Philippines Announces New Visa Endorsement Rules for Government-Linked Entities

Visa Endorsement Policy Update  

On 25 September 2025, the Philippines issued Memorandum Circular No. 102, revising procedures for visa endorsements submitted by government agencies, government-owned and controlled corporations (GOCCs) and government instrumentalities. Key points include: 

  • Standardized Endorsement Format: All visa endorsements must follow a prescribed template to ensure consistency and completeness. 
  • Authorized Signatories: Only designated officials within each agency or GOCC may sign visa endorsements. 
  • Effective Immediately: The circular takes effect upon issuance and applies to all future visa-related submissions. 

This update aims to streamline visa processing and reinforce accountability across government-linked entities.
