On 25 September 2025, the Philippines issued Memorandum Circular No. 102, revising procedures for visa endorsements submitted by government agencies, government-owned and controlled corporations (GOCCs) and government instrumentalities. Key points include:
- Standardized Endorsement Format: All visa endorsements must follow a prescribed template to ensure consistency and completeness.
- Authorized Signatories: Only designated officials within each agency or GOCC may sign visa endorsements.
- Effective Immediately: The circular takes effect upon issuance and applies to all future visa-related submissions.
