New Zealand New Accommodation Cost Rules for RSE Workers

  • New Zealand will roll out a new Recognised Seasonal Employer worker accommodation‑cost system in April 2026. 

Recognised Seasonal Employer Cost 

New Zealand will introduce a new system for Recognised Seasonal Employer (RSE) worker accommodation costs beginning in April 2026. According to the government announcement, these changes are designed to make accommodation charges more consistent and tied to quality standards. 

New Weekly Rent Caps 

  • Weekly rent caps will range from NZD $150 to $211, depending on the quality of accommodation. 
  • Factors influencing the cap include: 
  • Number of people per bedroom 
  • Age and condition of the building 
  • Bathroom access and proximity 
  • Overall accommodation features 

Cost Recovery Rules 

  • Employers may only recover the actual cost of providing accommodation. 
  • All charges must be reasonable and comply with employment law, including the Minimum Wage Act and Wages Protection Act. 

Quality‑Based System 

  • Higher‑quality accommodation will allow for higher rent caps. 
  • Accommodation will be assessed using clear, published criteria to ensure consistency. 
  • Rent caps will be updated annually to reflect inflation. 

Background  

The new approach follows consultation with Pacific partners, industry stakeholders and government agencies. It is part of New Zealand’s broader effort to strengthen the RSE scheme and support long‑term sustainability.
