New Zealand Confirms Refugee Quota Programme for 2025 through 2028

- New Zealand will maintain its annual refugee intake of 1,500 through 2028, while introducing more flexible and responsive allocation methods to better meet global resettlement needs
New Zealand Refugee Quota Programme
New Zealand introduced the Refugee Quota Programme for the next three-year cycle begins 1 July 2025, with no change to the overall annual quota.
Allocation updates:
- Removal of the fixed 200-place allocation for large-scale refugee crises; these will now fall under the general protection category, giving the Minister of Immigration flexibility to respond to emerging global situations.
- Expiry of the New Zealand–Australia Arrangement and Afghan refugee subcategory on 30 June 2025, with continued resettlement of Afghan nationals via the Asia-Pacific regional stream.
Regional allocations remain:
- 50% Asia-Pacific
- 20% Middle East
- 20% Africa
- 10% Americas
