Netherlands Support Fees for Working Ukrainian Refugees
Key Points
- Ukrainian refugees in the Netherlands who earn an income will pay higher monthly contributions for shelter and support beginning 1 October 2025
Ukrainian Nationals’ Personal Contribution Requirements
Starting in October, the Netherlands will require working Ukrainian refugees aged 18 or older to contribute €244.22 per month toward operating costs. The existing €252.18 catering fee remains unchanged, with a maximum monthly contribution of €992.80 for a two-adult household in catered accommodation. These monthly contributions help cover the costs of accommodation services and support provided to Ukrainian refugees by local municipalities.
To promote fairness and align with other low-income groups, the government is introducing a 115% income norm. Refugees earning above this threshold will have their living allowance fully withdrawn and must pay the full contribution. Those earning below may still be required to contribute partially, depending on municipal discretion.
According to the government, these changes mark a continued effort to normalize the status of Ukrainian refugees and ensure equitable treatment across the Dutch support system.
