Kuwait Mandates Exit Permits for Private-Sector Foreign Nationals

Kuwait’s Exit Permit Rule
Effective 1 July 2025, Kuwait announced that all foreign nationals employed in the private sector are required to obtain an employer-approved exit permit prior to departing the country.
To comply with this regulation, foreign national workers must submit a departure request form through the Ministry of Interior’s “Ashal” online portal or “Sahel” mobile application, including their intended departure and return dates. The regulation applies universally to temporary trips and permanent relocation.
