European Union Extends Temporary Protection for Ukrainians Through March 2027

  • The EU extended protection for Ukrainians until March 2027 and launched plans for integration and voluntary return 

Extensions of Temporary Protection Measures  

On June 4, 2025, the European Commission proposed extending temporary protection for individuals fleeing Russia’s aggression against Ukraine. The proposal aimed to maintain consistent legal standards across EU Member States and ensure continued support for displaced individuals. 

Following this proposal, the European Council formally adopted the extension, confirming that temporary protection will remain in effect until 4 March 2027. This decision guarantees ongoing access to key rights for eligible Ukrainian nationals, including: 

  • Legal residence 
  • Employment authorization 
  • Healthcare services 
  • Educational access 
  • Social and housing support 

Transition Planning Beyond Temporary Protection 

To support a coordinated transition beyond the temporary protection framework, the Commission introduced a Council Recommendation outlining integration and return measures. These include: 

  • Voluntary return programs for individuals seeking to return to Ukraine 
  • Exploratory visits to assess conditions in Ukraine 
  • Information hubs offering guidance on integration and return options 
  • Appointment of a Special Envoy to assist Member States and coordinate with Ukrainian authorities 

These initiatives are designed to provide legal certainty and long-term planning for both beneficiaries and Member States.
