Belgium Overhauls EU Residence Application Rules Starting September 2025

Key Points 

  • Belgium will require EU citizens to present full documentation, including proof of nationality and residence purpose, at their first municipal visit starting 1 September 2025 

Annex 19 Procedure Tightens for EU Nationals 

Starting 1 September 2025, European Union citizens applying to reside in Belgium for more than three months must present: 

  • Proof of EU citizenship 
  • Full documentation supporting their intended residence status, such as: 
  • Employment or self-employment contracts 
  • Job-seeking evidence 
  • Student enrollment 
  • Proof of sufficient financial means 
  • Family ties to an EU or Belgian citizen 

These documents must be submitted during the applicant’s first visit to the local municipality. Incomplete applications will no longer be accepted, and the registration certificate (Annex 19) will not be processed until the file is complete. 

Once all conditions are met, the right of residence may be granted and an EU card issued.
