Italy Approves Three-Year Migration Flow Decree for 2026–2028

Italy approved the Flow Decree for 2026–2028, authorizing the regular entry of 497,550 non-EU workers over a three-year period. The measure is designed to address critical labor shortages and support the country’s production system through a structured and controlled immigration framework.
In 2026 alone, 164,850 work entries are expected, with totals distributed as follows over the three-year span:
- Non-seasonal and self-employed workers: 230,550
- Seasonal workers in agriculture and tourism: 267,000
Quotas were based on previous demand and labor market input from key social partners. Italy also plans to encourage non-quota entries by prioritizing highly sought-after professional profiles and expanding workforce training in migrants’ countries of origin.
