Estonia updated its travel advisory for Russia on 18 August 2025, maintaining a strong warning against all travel. The advisory highlights growing concerns for Estonian citizens, who have reportedly faced pressure from Russian security authorities, sometimes triggered by private correspondence that contradicts official Russian narratives. The only Estonian diplomatic representation in Russia is in Moscow, making consular access from other regions difficult and costly.
The advisory also warns of serious risks, including:
- Forced access to personal devices and potential penalties for dissenting views
- Pressure to join Russian armed forces for detained foreign nationals
- Limited consular support for Estonian-Russian dual citizens due to Russian legal jurisdiction
Estonian citizens currently in Russia are urged to reconsider their stay and return to Estonia as soon as possible.
