DOL Unveils OFLC Communication Overhaul and Suspends Fees Temporarily

OFLC Operational and Communication Updates
As part of its ongoing modernization efforts, the Office of Foreign Labor Certification (OFLC) has introduced several changes aimed at streamlining communication and improving administrative efficiency across its foreign labor programs. These updates include:
Elimination of Fax Services
Starting September 1, 2025, OFLC will stop accepting fax submissions. Employers and representatives must use the Foreign Labor Application Gateway (FLAG) or designated email addresses for electronic submissions. OFLC will reject any documents sent by fax after August 31, 2025.
Updated Email Protocols
FLC is implementing new naming conventions for help desk email addresses across its National Processing Centers. While legacy email addresses will remain active during the transition, stakeholders are encouraged to monitor official OFLC communications for updated contact details.
Centralized Mailing Procedures
Starting August 29, 2025, employers must send all physical mail related to temporary labor certification programs to OFLC’s new centralized address in Washington, D.C. This move consolidates mailing operations that the regional office previously managed.
Temporary Suspension of H-2A Certification Fees
Starting September 2, 2025, OFLC will suspend collecting H-2A certification fees while it transitions to an electronic payment system. During the suspension, OFLC will stop issuing invoices and employers won’t need to reimburse any fees that would have been due.
